What data fields will change with the Rule 83 expansion?
These fields will be updated per AAR Circular C-12287
• Condition Codes - Wheelset Condition Codes will be reassigned as defined in AAR Circular C-12342. Per AAR Circular C-12342, the description for “Condition Code T” was subject to change. To encompass all components the new description will be “Component Transfer”
• Why Made Codes - This field will change from supporting numeric to alphanumeric values. The defined Why Made Codes per Rule 83 are still valid and no new values will be added at this time.
• Car Part Codes - This field will expand from 2 to 3 characters to support the future addition of three-character Car Part Codes. The defined Car Part Codes per Rule 83 are still valid and no new values will be added at this time.
• Qualifiers - This field is shared with Car Part Codes and will support 3 characters. The defined Qualifiers per Rule 83 are still valid and no new values will be added at this time.
What data fields will change with the Rule 83 expansion?
The Rule 83 changes will be effective January 1, 2016. Submitters will begin to receive error messages after the January DX process run is complete. The error messages will be information only.
Where can I find documentation on the Rule 83 changes?
Solicitation for comments was initiated on November 18, 2014, per AAR Circular C-12287. Additional circulars have been provided to the industry. These circulars are C-12342 and C-12394. Refer to the CRB Procedures Manual for specific error messages.
When will testing be available to the industry?
Industry testing is scheduled to begin late 3rd quarter 2015. A separate notification with instructions on testing will be sent to the industry. Customers who utilize third party vendors/software providers should contact their respective vendors for questions on testing.
What tools will be a made available for testing?
The CRB Procedures Manual will be updated to reflect the changes effective January 2016. In addition, a test Price Master will be available to subscribers as well as an electronic list of Car Part Codes listed under Rule 83 of the AAR Interchange Rules.
Will I be able to test using Railinc’s Internet Billing Repair Card?
Yes, users may complete testing using Railinc’s Internet Billing Repair Card. This will require users to register for a user ID in the test environment. More information on registration and testing will be provided.
